I am quite sure it is open on Saturday. In Asia in general many museums and attractions are closed on Monday. If you are living inside Vientiane, the easiest way is to hire a car with driver to take you there. The roundtrip in the park takes not more than two hours so you can negortiate a total price including waiting.
