There are two towers - the Gatehouse tower and the Apostles tower. You can pay to go up one or both of them or pay for the museum and you can go up one of them with that ticket. I didn't go in, I just walked around the grounds and got photos.
Is it possible to take take wedding pictures here?

It must be possible... Gates are open. No guards. No tickets. No security. The tour is all free. People walking around freely. And wedding photos must be free/possible too (I assume, I guess).

You can book the tower tours as you enter the museum (although I would not bother with the gate tower as there is really not much to see). We just went and paid for what we wanted on the day and there was no problem with doing that as it was not that busy. The only thing I found you really need to book ahead for in Budapest because of limited availability was the tour of the parliament building and you cannot enter the parliament if you are not on a tour
