Commissioners in Kerr County, Texas, are set to meet Monday in their first official court hearing since more than 100 people, including children and counselors at a summer camp, were killed in catastrophic flooding last week.

FEMA records obtained by NBC 5 Investigates show that Kerr County officials did not use FEMA’s Integrated Public Alert & Warning System to send warnings with safety instructions to all mobile phones in the affected area during critical hours as the flooding began on July 4.

In Kerrville, authorities went door-to-door to some homes early Sunday to alert people that flooding was again possible.
