Topeka Correctional Facility welcomes cats for residents to care forThe Topeka Correctional Facility (TCF) welcomed a cat and two kittens Tuesday, Feb. 25 as part of a new program PHAT cats. It stands for “placing homeless & terrific cats”.
(WIBW) - Helping Hands Humane Society has provided three cats for which selected Topeka Correctional Facility residents will care. Resident Leeann Garcia was selected to be a PHAT Cat program handler.
