ATLANTA — The Atlanta City Council approved legislation on Monday to honor former Mayor Shirley Clarke Franklin.

The more poverty-stricken areas of metro Atlanta, including in the city limits and south of the city, have higher HIV rates. These areas also tended to have higher Black and Hispanic populations.
